Well, I went to the protest rally.

Not as big a turnout as I hoped there might be, but for a wet Saturday,
after weeks of police and pollies talking up the likelihood of violence,
probably as good as could be expected. My guess is maybe 6-7,000 -
certainly many more than the cops' estimate of 3,000.

If I was living in Sydney I'd have definately been there, but the long drive and the whole Fortress Sydney thing (it's hard enough for me to find my way round the city when there's not a bunch of roads blocked off etc) put me off...

An attempt to answer yr question: I doubt every cop in Sydney was in the city. They pulled in AFP guys from Canberra to swell the numbers of police. My little brother works for the AFP and was asked if he wanted to do APEC, and he said a bunch of his fellow 'plastic police' colleagues were sent down there....
