Call me cynical but I wondered whether his seeming dodderiness and even the clown car pie chucker were all staged to win the old bugger some sympathy.

The key mistake was actually made by his son who more or less admitted 911 victims and their families might have had their phones hacked by NI. If that does not trigger an FBI investigation nothing will.
