So, not only did PA Consulting, according to BBC News "one of the companies that has been involved in developing the government's controversial ID card scheme", stash government data about prisoners and offenders on a USB stick and then "lose" it - it turns out that taking the data in this way was against the terms of their contract. Their staff are either incompetent or crooked: obviously the ideal people to be involved in the ID card project!
Of course, the government aren't blameless either. Why was it even possible to get that data onto a USB stick? If you don't want people walking out with sensitive data, you need to do a little more than just telling them not to.
