Canada's stance on Israeli settlements still unclear
JERUSALEM — A change in policy on a potentially explosive foreign policy issue — or just a new minister unsure of his brief?

That was the question for Canadians here today, the second day of a two-day visit to the Holy Land by Canadian Foreign Minister Maxime Bernier.

And the answer is: nobody seemed to know.

Uncertainty continued to surround Ottawa's position on a key element in the search for peace in the Middle East, as Bernier wrapped up his first visit to the region.

So Harper's moves are being pushed not from Bush but from certain groups who are pushing Bush.
