This is just more of that old Tommy Thompson wealth transfer (to corporations and elite from everyone everywhere) concealed in the privatization of everything.

Btw, Dick Leinenkugel was the former Sect. of Commerce, he's moved on to the private sector as chief of some Miller-Coors import division.
