Is Scott Walker cutting Mil. Co. worker hrs. to 35 hrs. a wk. because he won't take bail out $$$.

I just heard on the news that by the end of June, Co. executive Scott Walker will cut hours. Co. workers include police, firefighters, nurses, and teachers. How is this going to be worked out?
