Question on gathering signatures for candidate petitions...
ok, I know there are some experts out there...What is a "qualified elector"? Does the person signing the petition have to be registered to vote, or merely live in the district and be qualified to become a registered voter?

"Signatures of Electors - Only qualified electors of the jurisdiction or the district the candidate seeks to represent may sign the nomination papers. Each elector's municipality of residence must be listed on the nomination paper along with the mailing address, including any street, fire or rural route number, box number (if rural route) and street or road name"

1. They have to be eligible to vote
Resident of that jurisdiction, 18 years old, citizen, not a felon "on paper" (on probation or parole or owing fines, etc.). They don't have to actually be registered.

Another thing to be aware of: make sure the date you put at the bottom of the form is not earlier than the date of any of the signatures. Otherwise, the whole sheet will be disqualified.

2. Qualified to vote...
So, over 18, citizen, not a felon under supervision, etc....

Does not have to be registered to vote, as I understand it.

This is also why they allow you to submit 2x as many signatures (which I would recommend if you are able), as some can be thrown out no matter how careful you are.

5. Why?
Why must there be a primary challenge against a good progressive Democrat in Tammy Baldwin?

6. Because the office comes with a two year term.
This is a democracy. More choices = more democracy.

7. Resident of state AND the district
They not only have to be a resident of the state, they must live within the district that candidate is running for.
That's all thats needed.
