Republican candidate, U.S. Attorney Warner discussed getting around laws on campaign finance, inquiry says.

Kanawha County Prosecutor Bill Charnock illegally used state employees and resources to help him win election, according to a Legislative audit released Sunday. Also, Charnock and former U.S. Attorney for Southern West Virginia Kasey Warner discussed how to circumvent state campaign finance laws during an e-mail exchange, the audit says.

Audit says he ignored advice on using office for campaign

His boss, his board of directors, and his campaign manager all warned him not to use his government position to run for office. Kanawha County Prosecutor Bill Charnock ignored them all, according to a report issued Sunday by the state Legislative Auditor’s Office.

2. I've met Charnock

when he was the head of the Prosecuting Attorney's Institute, at least to me, he came across as someone who acted like he was better than everyone else, even fellow prosecutors from other areas of the state. He just seems like the type of person with such a huge ego that he would do anything because he thinks he is above everyone else.
