They don't have the numbers plain and simple. Even counting our own conservative Democrats.

Glen Maxey weighs in on the article and puts it very well - a bill to opt out would be dead in the Senate - period. No way our 12 Ds would vote to consider it. We already have a 2/3rds rule in the Texas Senate.

for a bill to be heard in the Texas Senate, it must muster a 2/3 vote to be debated.

There are 12 D's (and most progressive). Because there are 31 Senators, it only takes 11 to block.

The diarist is incorrect about the House. There is no such rule in the House.

And Glen also notes that when we swing the House to our side it would be dead in the House too - with a Democratic Speaker. :)
