After lawmakers approved $62 billion in emergency spending for Hurricane Katrina aid, Hensarling and a group of House conservatives drew ire from their own party for insisting that Congress find cuts to pay for the massive relief effort.
But the conservatives' persistence brought the issue to the forefront, and pressure began to build on House leaders to act.
The feud is coming to a head as the Republican-led Congress struggles to overcome divisions over where to wield the knife. The political stakes are high for the GOP as it prepares to invigorate its legislative agenda.
Hensarling helped craft a budget trimming that draws a good deal of its reductions from cuts to social programs, including food stamps and Medicaid, and as such, has garnered criticism from advocacy groups and some policy analysts.snip//
