The PA. revenue surplus continues to increase, to $540 million. These are unexpected revenues that came in above projections.

Meanwhile, 2 days ago, Corbett gave another closed door speech to business leaders (the only kind of event Corbett attends) where he insisted that he will not back down and allow any of this money to be spent to reduce his $1 billion cut in public schools and colleges.
