Cleveland’s poverty rate of 32.4 percent was the highest among large cities last year, according to the American Community Survey. The city also led the way in 2003; Detroit was highest in 2004.

Columbus’ rate of 18.5 percent was up from 16.7 percent in 2004. Census officials did not rank cities other than the top 10.
