Giff urges new commuter tax, no 2nd Ave. line
Struggling to gain traction in the mayor's race, Democrat Gifford Miller took on two familiar issues yesterday - but did so with a twist.

Miller proposed halting all new transit expansion projects - including the popular Second Ave. subway line - until the system's existing problems are fixed. He also proposed reinstating the commuter tax to fund basic subway improvements.

The tax would require Albany's approval, meaning it has little chance. A spokeswoman for Senate Majority Leader Joe Bruno said he's opposed to it; aides to Assembly Speaker Sheldon Silver said he couldn't be reached, but based on history he seemed unlikely to support it.

If the Democratic Candidates can't come up with original plans for the future, as opposed to pandering with proposals they have no ability to implement, they're not going to do any better against Bloomie than they're doing now.
