With the inevitable passage and signing of an equal marriage rights bill in New Hampshire I was wondering if someone could educate me on how the constitution in your state is amended? I'm assuming it's via the legislature, as is the case in most all of New England?
There hasn't been a Constitutional Convention since 1984, so an amendment would almost certainly originate in the legislature. It's very, very difficult to get a proposal on the ballot. Several attempts to fiddle with the school funding system have flopped in recent years because they never make it out of the House.
