I saw a Perkins flag at half staff

Was it because of the recent death of a soldier?

When the war in Iraq first started, in California they were going to lower the flags and I have often wondered whether it stayed, since so many of the dead were/are from California.

(Perkins flags are so huge, that when they lower them they almost touch the ground).
