BROCKTON —

Incumbent Councilor-at-large Robert F. Sullivan topped the field of eight candidates who won spots on the Nov. 2 election ballot in Tuesday’s preliminary vote.

<snip>

Incumbents Thomas G. Brophy was second with 3,029 votes or 16 percent, and Todd G. Petti was third with 2,684 votes or 14 percent. Petti is the only councilor to support the proposed power plant.

Jass Stewart, who narrowly lost the race for mayor two years ago, came in fourth with 2,562 votes or 13.8 percent of the vote.

<snip>

Stewart’s strong showing in the preliminary race puts him in good position to be the first nonwhite person on the council.
