The pardons might not end the legal process for those indicted or witnesses.

The attorney general's office filed court documents Tuesday insisting that everyone who has been pardoned make a court appearance and accept or reject the amnesty.

Further, the prosecutors said they intend to recall numerous witnesses who declined to testify during their initial appearance before the grand jury, citing their constitutional right against self-incrimination.

Once pardoned, the witnesses have no grounds to claim self-incrimination, Crawford-Sutherland said.
