2. we are scrambling for exact procedures
but are assuming that it follows the same rules as other bills. if it got sponsors in the senate, i assume it could be introduced there, otherwise it goes after passage. i think.
it seems to have been sent to the rules committee.

3. All resolutions go to the Rules Committee.
The real question is whether it will ever come out of there.

(House Rule 16)
16. Referrals of Resolutions and Reorganization Orders.
(a) All resolutions, except adjournment resolutions and resolutions considered under subsection (b) or (c) of this Rule, after being initially read by the Clerk, are automatically referred to the Rules Committee, which may thereafter refer any resolution before it to the House or to a standing committee or special committee. No resolution, except adjournment resolutions and resolutions considered under subsection (b) or (c) of this Rule, may be considered by the House unless referred to the House by the Rules Committee under Rule 18, or by a standing committee or special committee. An adjournment resolution is subject to Rule 66.


The Rules Committee can pretty much do whatever it wants with this. I think if they want to kill it outright, it will die here.

These are the members of the Rules Committee:
Chair -- Barbara Flynn Currie (D)
Minority Spokesperson -- William B. Black (R)
Member -- Gary Hannig (D)
Member -- Brent Hassert (R)
Member -- Arthur L. Turner (D)

The good news is that Turner is also a co-sponsor. Will he be able to get Hannig and Currie to go along?

4. Bill Black is a screamer. . .
Seriously when you watch him on the House floor he is always screaming about something. . .the guy is a joke.

I'm wondering with the crunch to get the budget done if its not better for this to be held for the Veto session in November for a few reasons:

1) It gives the GRASSROOTS more time to lobby the legislators

2) It would be AFTER the election which may make it easier for legislators who may be vulnerable in November to support it.

3) If passed in the 4th quarter and if the Dems pick up one or both of the chambers of the US Congress it might have a chance to be more than symbolic for 2007.

Either way I'm down. There should a campaign to lobby the hell out Currie and Hannig. We know Turner is going to support it. Currie is my Rep. (Hyde Park) and the district is very liberal, normally I would say she is good for it, however as the Majority Leader (Madigan is the speaker) she has to consider how this impacts the entire Democratic caucus as it relates to November.

6. I'd be willing to sweeten the deal if they'll take him.
Shoot, I'll even bake a cake for them if they'll take Black, and we ALL know that I'm not exactly the "cake baking type"... I might even throw in a six pack.
