Cruel, inhuman?
Rondell Reed, accused of 2nd D murder, recently escaped from an Indian River County lockup. He was captured two weeks later and returned to the IRC jail.
Mr. Reed, still innocent until proven guilty, is being held in solitary confinement in a 24 hour fully lighted cell. His activities are noted every 15 minutes.
Mr. Reed was returned to the Indian River jail after being held in a Federal jail in Miami. He has a history of escapes and felonies committed while on the lam.
Still, a 24 hour lighted cell??

1. could be suicide watch, but it sounds like he's a
high escape risk. I would prefer he be in a lighted cell than in my neighborhood. I just closed my eyes sitting here in front of the computer and it was dark. I don't think that qualifies as cruel or in humane punishment.
