TABOR and California...Ahnold wants it, other states have it but
since 1992 Colorado's Taxpayer Bill of Rights law, which fixes a certain budget and allows the budget to grow from that year only by an amount set by population growth and inflation growth. This allows for taxpayers to see a percapita amount. In good years it is set to allow for rebates of excess revenues to the taxpayers.

What tweaking would CA need in order to put this kind of measure into effect ? Already 40% of the budget goes to K-12 education and another 25% goes to medicaid (MediCal). Does having two-thirds of the budget set in stone already doom a TABOR ?
