which is just what we don't need when we're struggling to win back
control of Congress.

4. It won't if things keep going our ways.
Our current system will be the one thing keeping Dems from GAINING seats. In 2000, a bipartisan committee of state senators decided we draw the lines to secure both the majority and minority holds of poewr in California. This allowed the Repugs to not worry about losing more seats in an increasingly Democratic state. It also kept us from being able to lose seats in our majority. If 77 passes, it will totally increase the rate of house seats that are competitive that will most likely turn in favor of the Dems in a year the Repugs jsut aren't doing so well. No matter what, it is in my humble opinion that Congress seats need to stay competitve no matter who holds power now. This will get more people out to vote knowing their guy will have a chance.

5. This Measure is to Stop Things From Going Our Way Ever Again
This is a Republican measure. Republican-inspired and Republican-
financed. Its purpose is to ensure that the Republicans retain control
of the House. If they lose that control the junta gets impeached, so
they will do anything to ensure passage and to control exactly which
retired judges get to draw our districts.

This initiative would result in a pickup of 6-10 House seats by the
Republicans, and doom our hopes of retaking the House.

7. I'd say 73 since its such an obvious, derivative tactic
to fire up the fundies and get them to the polls where they'll most assuredly vote for Governor Goehring's other backwards initiatives.

13. One thing to note on 77 that some might not have been obvious.

The legislature reps are all term limited, so the rationale that they are in power to aid districts staying the same to reward themselves personally is flawed. Maybe for a short time, but this isn't a "long lasting protection". Those in Congress aren't term limited, but I don't believe that they are part of the bodies that do the redistricting of districts are they?

As I noted before, getting "clean elections" in place in California I think would do far more to put in more accountability, regardless of the party of the rep that is in your district.

10. I am most worried about 73.
They snuck language in defining 'abortion.' 'Abortion' refers to anything done after conception to interfere with implantation in the uterus and subsequent carrying of the pregnancy to term.

We do not need this in our California CONSTITUTION; it weakens our guaranteed right to privacy, in my humble opinion.

11. Torn between 73 and 75
Prop 77
    :rant: I don't think that 77 is the "end of the world" - it raises a valid issue about the Assembly. Our districts are just too big at 380,000 per member. No other state in the union has districts above 150,000 per member.

    Judicial re-apportionment may not be the way to go.

    I think the way to go is much smaller districts. (I was a campaign staff volunteer and a home district office "constituent services" volunteer for an assembly member in a state where the Districts were 60,000-70,000 people - we could actually get things done.)


Prop 73
    Terrible - and did you get the definitional gambit.


Prop 75
    Terrible- But - iff Prop 75 passes - and even if it doesn't - we will get our revenge-

      Son of Prop 75 - Requiring shareholder approval for corporate political contributions.
        Making the rounds of the Secretary of State and Attorney General now for approval to go on the 2006 ballot.


      Grandson of Prop 75- "Employee PACS" -- Requiring specific, candidate by candidate, contribution by contribution approval of the supposedly "anonymous" and "voluntary" 21st Century Tammany Hall political "macing the payrollers" racket called "Employee PACs".
        I have a personal obsession about this one. I was appraised as "Not A Team Player" on this one early in my career - because I objected to my money going to Paul Findley.

12. Prop 77 issue
I grew up in a state where "Post Baker v. Carr" - after the legislature screwed up reapportionment and declared themselves deadlocked (or ran out of statutory runway), the whole basket of proposals went to a "Panel of Special Masters" - Chief Justice of the State Supreme Court chaired it, and the members were appointed from among active and retired judges.
