2. and the legislature doesn't get to vote on that successor
I'm sure Pete Wilson's backroom boys
have made the arrangements already.

3. Yes. He knows nothing about law.
It's very evident from his speeches that Arnold has a child's understanding of government and the law and no clue about what to do as governor except to follow the script he is given and please his crowd. That's why some Republicans want him to run for president. He's another Bush in their view.
