Somebody sent me a recent article that has Joe's Tent City inmates growing vegetables and taking care of stray animals. I left Phoenix in 2003 and Joe was then the same old sadistic bastard that he always was. Has something happened to old Joe? Is he appeasing critics or otherwise trying to build his image? Is his softer side trying to get out? :wtf:
