The GOPers are now saying that even if it was just a pen, he still cheated because the rules state that all pens and papers must be given to debate officials and placed on the podiums by them.

So they are saying that even if it was just a pen, Kerry is an evil cheater.

In terms of the contract, Kerry tripped over a hair-splitting clause invented by bush lawyers. The candidates aren't signatories to this "contract", just the moderators and campaign managers. Kerry did not have a cheat sheet. He had a PEN, as did the President. Both removed pens from their jacket pockets when they got to the podiums. It was plain as day. It is really sad that people are such poor losers that they will accuse a man of cheating simply because their guy was ill prepared.
