If shrub would just admitt his mistakes to the American people,
would they forgive him and vote for him or is it too late?

1. It's too late. It doesn't mean anything if everyone in the country
(well, half the country) has made a point about you not admitting a mistake. The only course for him now is to continue to NOT admit a mistake. And hey, it's worked pretty good for him so far, hasn't it? (for the dumb half of the country, that is)

he is too arrogant and stupid to admit he ever made a mistake. This is a man who realized he had a drinking problem and just quit, with no rehab. He isn't about to face the music.

This doesn't bother me in the least because it's like he is hanging himself with his arrogant stupidity. And it's fun to watch hee hee.
