How come CSPAN was able to split screen?

How come CSPAN was able to split screen?
but all the other networks did not.... I thought it was stipulated in that 30 page MOU that there was to be no split screen? THis may have already been discussed by just curious. I appreciated the split screen it made Bush look like the little petulant school boy whiny kid that he is.

Anyway just wondering if anyone knows why?

1. CBS did it, too.
Quite often - even some rear stage shots, audience shots. I thought their coverage was pretty good actually - caught Bush's petulant pouts.

4. Did the Fox feed automatically have a split screen?
Because I was watching it on CNN (at my Mom's house last night with her), and they also had the split screen...since Fox was running the cameras, I was wondering if that's the feed they sent (and if it was, I have to admit, they didn't do Bush any favours!!!)

Fox was sending all the networks a straight feed of all the cameras for them to do with as they please. What was really funny is that fox was on a delay when compared to NBC even though they were shooting it.
