The Correct Kerry Response To the Coming "Global Test" RNC Spin
The Republicans will try to distort what Kerry meant on this into a lame attack that somehow Kerry will outsource our defense to world opinion.

What he meant was that if a decision to go to war passes a global test that would make America safer in the world, more respected globally and more secure in our borders, then, and only then should we attack pre emptively.

His use of the phrase "global test" was in reference to our security needs. If it passes the benchmark needed, then America has the right to defend itself unilaterally.

Obviously, Iraq did not and does not meet this global test.

1. Bush is the one who wants to trust China to get nukes out of N. Korea

Kerry is the one who said we have to take the lead in getting N Korea to disarm. It sounds to me that Bush is the one who punts to other countries when the issue is a dangerous one, like nuclear disarmament, which BOTH candidates agreed was the #1 foreign policy issue facing the US!

2. I think it should pass a global test
The type of preemption Jr took in Iraq did not pass the "global test". And it failed because it did not pass a "global test"

That's a different type of preemption than, for instance, taking out N Korea's nukes after they've threatened to turn Seoul into a "pool of fire".
