Very subtly, as in, "Well, Mr. President, I know you care about the security of the United States. After all, history will record that 9-11 happened on your watch, and no President would ever want two 9-11s on their record. But caring is no substitute for competence. And as Iraq proves, just wanting to take action doesn't guarantee you're going to take the right actions." Something like that.
