Why hasn't Harkin endorsed Dean?

In the past I have read many times on DU that there were rumors that Harkin would endorse Dean (at least 5 times in past few months), but it still hasn't happened. Is Harkin holding back until he can make the most impact, or did he decide not to endorse Dean?
