Either way it is unquestionably an extremely poor idea and shows very bad judgment on the part of the parent. I cannot image that this little girl's mother approves of this. People are crazy! All people - every parent knows this. We live in a crazy world. You just do not subject your child to unnecessary risk. It's foolish.

You want to make a political statement - fine. Do NOT use your child to do it.

Some day this little girl is going to grow up and read for herself in old newspapers that her father took her to a political rally and subjected her to this. I wonder what she will think of that?
