Four out of five, a public option is still alive
For decades, health reformers have tried to set up a universal healthcare system in America.

But if the finance committee votes to approve it on Monday, it will be the first time that a healthcare reform bill has been passed by all five of the congressional committees with jurisdiction over healthcare.

Well, the Finance Committee passed its bill with a vote of 14-9.

Of the five bills, four include a public option:

And these Senators are fighting for a strong public option.

Kerry, Kirk Renew Call for Public Option

Join 30 Senators in Letter to Majority Leader Urging Inclusion in Final Health Reform Legislation

BOSTON – Senators John Kerry and Paul Kirk signed a letter urging the inclusion of a public option in any health reform legislation that will be considered on the Senate floor.

“I believe deeply in a robust public option,” said Senator Kerry. “With Ted Kennedy, I’ve fought hard on this issue for years and believe we need to find a path to a public option. This fight isn’t over, and this letter conveys the breadth of support in our caucus for this key building block of reform.”

“Health reform is of vital importance to every family in Massachusetts who has struggled with the cost of health care or been denied coverage they need,” said Senator Paul G. Kirk Jr. “A public option is the best way to reduce costs and keep insurance companies honest. It’s the right reform to guarantee that all Americans have genuine access to quality, affordable care. I look forward to lending my voice and my vote to fulfilling the promise that Senator Kennedy so passionately championed for all Americans.”

At least fourteen senators have expressed support for the public option through a resolution, letter, or vote in addition to the thirty signed on to the letter.

The full text of the letter is below:

October 8, 2009

The Honorable Harry Reid
Majority Leader
United States Senate
The Capitol, S-221
Washington, DC 20510

Dear Majority Leader Reid:

We have spent the better part of this year fighting for health reform that would provide insurance access and continuity to every American in a fiscally responsible manner. We are concerned that – absent a competitive and continuous public insurance option – health reform legislation will not produce nationwide access and ongoing cost containment. For that reason, we are asking for your leadership on ensuring that the merged health reform bill contains a public insurance option.

As it stands, the health insurance market is dominated by a handful of for-profit health insurers that are exempt from the anti-trust laws that ensure robust competition in other markets across the United States. Without a not-for-profit public insurance alternative that competes with these insurers based on premium rates and quality, insurers will have free rein to increase insurance premiums and drive up the cost of federal subsidies tied to those premiums. This is simply not fiscally sustainable.

We recognize that the two Committees with jurisdiction over health reform – the Senate Finance Committee and the Senate Health, Education, Labor, and Pensions (HELP) Committee – have taken two very different approaches with respect to this issue. However, a strong public option has resounding support among Senate Democrats – every Democrat on HELP, three quarters of those on Finance, and what we believe is a majority of the caucus.

The Senate Finance Committee included a cooperative approach to insurance market competition. While promoting more co-ops may be a worthy goal, it is not realistic to expect local co-ops to spring up in every corner of this country. There are many areas of the country where the population is simply too small to sustain a local co-op plan. We are also concerned that the administrative costs associated with financing the start-up of multiple co-op plans would far outstrip the seed money required to establish a public health insurance program.

Opponents of health reform argue that a public option presents unfair competition to theprivate insurance companies. However, it is possible to create a public health insurance option that is modeled after private insurance – rates are negotiated and providers are not required to participate in the plan. As you know, this is the Senate HELP Committee’s approach. The major differences between the public option and for-profit plans are that the public plan would report to taxpayers, not to shareholders, and the public plan would be available continuously in all parts of the country. The number one goal of health reform must be to look out for the best interests of the American people – patients and taxpayers alike – not the profit margins of insurance companies.

Health reform is about improving access to health care, containing costs, and giving Americans a real choice in the insurance plan best suited to their needs. We urge you to fight for a sustainable health care system that ensures Americans the option of a public plan in the merged Senate bill.

Sincerely,

John Kerry (D-MA)

Today, Kerry made the case again for a public plan:

Sen. John Kerry, a vocal health care reform supporter, chastised the the trade report's assertions.

"The insurance industry ought to be ashamed of this report," he said Tuesday. "It's a powerful argument, frankly, for why we ought to have a public plan. It's a powerful argument for the attitude of an industry towards this effort." Watch more on the controversy »

The Massachusetts Democrat said the analysis is "significantly flawed" and shows that the insurance industry is part of the health care problem, not the solution.

Kerry:

...I will continue to support the efforts of my friends Senator Rockefeller and Senator Schumer to do just that. A public plan is essential if we want to lower costs and increase choice and competition in the health insurance market.

13. Unfortunately, Kerry & Kirk (and the other Senators who signed that letter) aren't merging the bill
Insurance whore Baucus and husband of insurance whore Dodd are. Under the "supervision" of a spineless piece of shit who calls himself a "majority leader".

Also, Kerry can trust Chuck Schumer all he wants. I sure as fuck don't. He's one of the people responsible for a lot of these worthless cowards getting into the Senate in the first place.

16. But Kerry isn't involved in merging the shit Baucus bill with the other bills
That's up to Baucus himself, who is obviously biased to keep as much of his useless piece of shit in the mix as possible, and Dodd, who has a major conflict of interest since his wife is an insurance bigwig. And Spineless Harry Reid.

That's who we're stuck with. Kerry's not going to be there.

26. In fact, the bill will be merged with input from
several Senators. Beyond that there are a number of amendments, including a few key ones by Kerry, that will be address in the Senate.

20. I haven't seen anybody claim that.
However, because this piece of shit bill was not killed, that means it will be included in the final bill, and Baucus himself is one of the three people doing the merging. Which means he will try to keep as much of his useless piece of shit bill alive that he can, and the only people who will be able to stop him are Spineless Harry Reid, and Chris Dodd, who has to decide between his wife's employment, and what's best for the people.

I'd feel better if Tom Harkin had taken his rightful place as the new committee chairman, but even then it would be two against one in favor of corporatism. Now it's more like 2.85 against the 15 percent of Dodd that might feel an impulse to actually do what Ted Kennedy would have wanted.

I don't like those odds.

22. Well, someone posted that the Baucus bill "better be voted down or vetoed."
What do you THINK they meant by that?

Tom Harkin chose Chris Dodd to take his place and he'll do just as good job "representin'" for Ted Kennedy. They were great friends. And Reid has a difficult election coming up and will probably do what the people want.
