having health insurance (hence the glut of ED visits by undocumented persons as that's the only place they can get medical treatment)?
I'm not sure what the desired result is here. Do they want to continue the overuse of ED/trauma centers for minor health issues of those who don't have a SS card (thus compromising all who have more serious medical needs - appropriate for ED treatment - documented or no?)
Or would allowing some form of health coverage to non-citizens (or whatever ugly label they are using) that would offer more balance to such a system that is _guaranteed_ to ALWAYS have all sorts of people, with all sorts of medical needs, ranging from the minor to the severe, regardless of their citizenship make some sense? Wouldn't it lower costs by default? A mother going to the ED because her 3 year old has an ear infection (but she has no "documentation" proving she is American, so it's her only avenue for care) is fiscally counter productive for ALL parties.
Regardless of what we agree with, disagree with or think "should" happen, people will continue to stream in to ED centers for such treatment because there will always be people who don't have all the proper requirements. If they're here and they are injured or sick, if they seek medical care they will end up in the ER. That will never change, no matter how much progress we make. At least not in the foreseeable future - or my lifetime, anyway... Whether one thinks they should be allowed to receive treatment or not is irrelevant. If we are a country that ends up denying care to any human who needs it - then I'm outta here...
Personally, I don't think health care should be limited to those with stars upon thars... if we're harping about this being a moral issue, then we need to stand by that. Making it more cost effective and/or understanding that health care is there for those who need it - while we work out immigration issues is not only the right thing to do, but it's the only thing to do.
Seems to me that offering an alternative in such circumstances would be a huge step towards rectifying misuse/abuse and needless massive expenses where they can be avoided. This seems like one of those instances, no?
