Why He Matters

Pascual is a leading U.S. expert on crisis. The former U.S. ambassador to Ukraine has spent his career studying conflict management, failed states and economic development.

But his research may be a political liability if he assumes the delicate post of U.S. ambassador to Mexico. The nomination has set off a wave of protests from Mexican officials, who say it would signal that the Obama administration believes Mexico, which is in the throes of a bloody drug war, is in danger of collapse.
