IMO, Bushco is MOST terrified that tracing the torture time-line to prove that it PRECEDED and therefore WAS SUPPOSED TO BE the raison d'etre for the Illegal Invasion of Iraq will ineluctably lead to September 11 and the Cheney "war-games".
And people might THEN start to suspect that 9/11 wasn't quite the attack we've been told it was.

Just as Nixon knew "Watergate" could uncover deeper crimes against the State.

Because it's the only extrapolation, aside from extreme stupidity and incompetence, that would explain the use of torture.

So the Bushies are either extremely stupid and incompetent, or they're willing to torture to produce lies that they can point to to justify their own lies so that they could enact an illegal war.
