Actually, I think that Bush wouldn't have been as bad a president as he was if he hadn't had Cheney pulling the strings behind the scenes.

9. As a President, Bush would have been as bad or as good as
the person/persons pulling the strings. I've always thought that Bush was nominated because the Repubs figured that if they could get him into office he could be easily manipulated for their purposes. I don't think that they ever planned on him being any more than a figurehead and certainly not "the decider".
