go through the budget line by line. He should also be doing it for this stimulus package. Everything in the stimulus package should have a good reason to be there. There should be justification as to how and why it will stimulate the economy. There should be stiff penalties to those who get the monies if they don't spend it in the way intended. If the Repugs want to put something in or take something out the stimulus package they should have to go through the same justification procedure.
