Why is Cheney in a wheelchair?

Why is Cheney in a wheelchair?
My theory is that it is a ruse so he will not be forced to stand in respect. What is your theory?

12. Heh, that reminds me of a funny story my grandfather used to tell
World War II. A military base is expanding, and part of the expansion requires disassembling a hill so as to create a flat area for more building. The dirt is offered free to civilians who where willing to come and cart it away.

There was one guy in particular who would come in once a day and cart off a wheelbarrow full of dirt. "I'm helping to build Victory Gardens," he told the guards.

One guard wasn't buying it, however. Theft from the base had become a major problem, and something about this man wasn't sitting right with the guard. When he came past the exit gate, the guard would dig through the dirt with his hands, trying to find contraband being smuggled out. Always, there was nothing but dirt.

Fast forward. The war is over, and the guard returns to civilian life. In a bar, he recognizes the man from a few years earlier, walks over to him and offers to buy him a drink. The man invites the ex-guard to sit and chat.

After the next round has arrived, the guard asks, "Ok, I know you were smuggling stuff off base. You had this guilty look that I just know. But I never caught you at it, and that's annoying me. Come on, I'm not a guard any more, I'm not going to turn you in. I really want to know."

The man smiled. "You were right, but you were looking in the wrong place. Every last load of dirt was carried off in a stolen wheelbarrow."

He's been the only one that hasn't said anything nice about Obama....and I think he has serious disdain and therefore this gives him an excuse not to stand.
