David Paterson facing troubles in NY
David Paterson, the NY Governor who will name Sen. Hillary Clinton's replacement to the Senate today or tomorrow, is facing tough times in New York. He is facing a fight with the Sneca Indian tribes and legislators in Albany are in a fighting mood against his budget proposal and say that he has no ideas and is doing business the old fashioned way.

Tuesday's budget hearing was the first since 1965 in which Senate Republicans, who lost control of the chamber last November to Democrats, were in the minority. Sen. Carl Marcellino, R-Nassau County, the former chairman of the Environmental Conservation Committee, sounded very much like the loyal opposition as he ripped all of the budget plans.

"I don't see innovative initiatives," he said. "We need to think outside the box, and I don't see that yet. If we keep on doing business the old-fashioned way, we're going to go the way of the dinosaurs." He suggested maybe the Parks Department could be eliminated, with its responsibilities spread among other agencies.

Snyder Sr. said the tribe wants to begin collecting $2 tolls on vehicles traveling the Thruway through reservation land in Irving and called on President-elect Barack Obama to send in federal troops to protect the tribe’s sovereignty from New York’s efforts."

So Governor Paterson will be vulnerable in the NY Primaries in 2010 and if President Obama does not work hard for him (or campaign for him with gusto), Paterson will be another Malcolm Wilson in NY state history. Let's see how Paterson plays the NY Senate seat Clinton replacement: Caroline or Andrew...

20. Paterson, like Spitzer before him, wants to collect gas and tobacco taxes on reservations.
Which admittedly he has a point about, since there's an entire cottage industry built around these places of selling cigs and gas to people who don't live there, never have, never will, and come there--sometimes from 30-40 miles away--just to buy cigarettes and gas in bulk to avoid paying taxes.

2. Of course he's in trouble. He gets to pick Hillary's replacement
doesn't he. Don't be surprised to find any number of manufactured crises to all of a sudden come about that would "taint" his selection.

4. Who is going to collect the parking fee's for the parks?
He has laid off the staff that did it. Mohonk Mtn. house at Minnewaska conceded that the parking fee's didn't generate enough to even pay the staff. NY Parks have suffered at the expense of having the show off golf tournaments. I love that it doesn't cost a thing...Castro the former. comm'r spent thousands primping up the courses so those privileged golfer could play there. Apparently the fee's collected for playing a round don't support the course either. Ny historic sites are either shuttered or being allowed to fall into disrepair. Its fine to cut the budget but cut those high flying staff and commission jobs with their perks that cost us millions. Ny is the only state I know that sells infrastructure back to itself at a higher cost. Its time to eliminate those authorities and really do something to lower taxes especially school tax reform. I doubt Patterson & the other Democrats have the stomach to cough up. The underfunded baseball stadiums are now crying for more tax payer money. The entire albany crowd is worthless they talk a good talk, but in the end we still get the shaft. He newest move is to tax internet sales. That should be popular.

15. I've been following these budget crises carefully. We'll see how she deals with that big
budget deficit coming up in FY09-10. Every governor has to make hard decisions.

17. Kansas is not going to be hit as bad other states.
A) we rely on the good old agriculture sector for much of personal and state revenue. 2008 was a record year for wheat, corn,and barley. Another year with mild weather (the temperature has been fantastic this winter thus far, and hopefully we do not get any major hail storms) and we will see another good harvest.
B) Wind energy is picking up steam in Kansas, and increased growth in this sector while Obama is President will help stimulate the economy. A new turbine plant was built in my hometown, and it will be supplying turbines all across the midwest. Also, multiple ethanol plants have opened up in the past 3-5 years. As the technology continues to improve, any celluloid material will be usable as a fuel source.
C) The difficult budgetary nightmare has already been faced by Kansas. We found a way to invest money into education and state affairs
D) the Economic recovery package is going to provide billions of dollars to the states to help them in the midst of budget shortfalls.

18. At $1.1 billion next year, that's 17% of the general fund.
That's worse than a lot of states. North Carolina and New Jersey are facing deficits around 12.5% of their general fund. Even though those estimates are probably too modest, the point remains that Kansas is not escaping this as well as they suppose. Also, agricultural prices have collapsed since September. We'll see what effect that has. A bumper crop this year won't be as lucrative as last. This hurts Wisconsin too and we're starting to see signs of what might happen.

Even the oil-rich states are beginning to crap out. Louisiana now faces a deficit over 20% of their general fund. Texas is beginning to look pretty rough too. Virtually no one will escape this. So far only North Dakota, West Virginia Wyoming, and Alaska seem to be alright. Wyoming and Alaska are doomed if oil and gas stay where they are, which they probably will.

19. If deficit spending works at the federal level, then by golly it can work
at the state level. This is the reason you have a balanced budget during boom times, so that you can afford to spend on credit during a recession. Also, I agree that harvest this year won't be as lucrative as last year, but the costs associated with farming are also plumetting, namely fertilizer, fuel, and capital costs. Financing on farm equipment is easy to find, as the major dealers (John Deere, Caterpiller, etc) have creditors lined up. Also, with the exception of northeast Kansas, the state is pretty unaffected by the housing bubble. Housing prices in rural and Exurb Kansas have remained stable. The state will face some budgetary cutbacks, but Kansas has a much more stable revenue base than other states (large-scale agriculture, produces a lot of natural gas and oil, lots of new investment in alternative energies). The one big downside is that we have a buttload of old people in rural communities. But I suspect that the recession will cause more and more younger people to remain closer to home, which will help keep the population proportions in check.

hey . . . at least Wilson had a bridge named after him . . .

in 1994, the Tappan Zee Bridge became the Governor Malcolm Wilson Tappan Zee Bridge . . .

of course, the thing is falling apart and the subject of ongoing discussions about rebuilding or replacing it sometime in the next decade . . . only problem is there's no money for the project . . .

maybe our future holds something like the Governor David Paterson George Washington Bridge? . . . :shrug:

14. he did step into it with the indians. maybe he does not remember what happened ten years ago.
though my husband said that if they burned tires again it would be seen as an act of terrorism or something. don't know where he heard that. but they are also thinking of putting toll booths on the thruway going over their land. that would be SOOO funny.

i don't know who malcolm wilson was, but i thought patterson would be a good governor. but after I saw his budget, not so much.

16. New York's budget is beyond fucked up. I'm curious how that will be fixed.
I've followed that debate very closely and don't see any good solutions. The state is highly taxed by virtually every measure. I suppose you can increase taxes slightly on the upper end, but income is collapsing so fast there who knows what you'll get. The demand for services is growing, but they have to be cut. There isn't enough room to increase taxes enough.
