Stimulus Plan Just One Part of Obama’s Early To-Do List

Even before he arrived in Washington, President-elect Obama made it clear that an economic stimulus plan would be the foundation for any response his administration mounts to the economic crisis — a foundation maybe, but not an end unto itself.
The giant relief package that’s now taking shape is just one of a series of initiatives Obama’s team is embracing to confront the crisis and make good on some of Obama’s more ambitious campaign promises.
The “must do” list includes drafting a fiscal 2010 budget plan that can be sent to Congress in the spring, and deciding how to spend $350 billion of unobligated funds from the government’s Troubled Asset Relief Program, or TARP, which the Treasury has used to bail out financial institutions and U.S. automakers.
Beyond the economic crisis, Obama and his aides also are preparing to use executive orders and federal agency directives to overturn a number of high-profile Bush administration rules and regulations, as well as begin to follow through on campaign promises to overhaul the U.S. health care system.
And Obama also wants to reach out to the Muslim world — a task made more difficult by the ongoing conflict in the Gaza Strip and nearly eight years of vigorous pro-Israel diplomacy by the Bush administration.
