8. Not necessarily. But in practical terms, that is often what it means.
Trying to throw that certain 10% of the population a bone that will hopefully appease them (but ultimately won't, and shouldn't), while at the same time avoiding the full brunt of the "traditionalists"' wrath.

Of course, the actual result is that "civil unions," to a large extent, satisfy no one and piss everyone off, which is why I think one should either advocate for full marriage rights, or simply keep silent.
