Proposal: "Presidential Transition Amendment"
In another thread, we discussed the possibility of a Constitutional Amendment to speed the Presidential Transition process when necessary.

For example, once the Electors vote, there's no reason that a lame duck Vice President should assume the Presidency for a short term. Also, when we're in a situation like we are now where there is an effective vacuum of power, it would provide a way for a lame duck to step aside quickly and allow the new President to come on board when needed.

Proposed text:

Amendment XXVIII

1. In case of the removal of the President from office or of his death or resignation, when a new President shall have been selected by the Electors or by the House of Representatives as provided for in the twelfth Article of Amendment of this Constitution, the President-elect shall become President.

2. In case of the removal of the Vice-President from office or of his death or resignation, when a new Vice-President shall have been selected by the Electors or by the Senate as provided for in the twelfth Article of Amendment of this Constitution, the Vice-President-elect shall become Vice-President.

3. The Congress shall have power to enforce this article by appropriate legislation.
