It may take a recount, but he's over 1,000 votes behind with 100% of the precincts reporting.

Anyone know why Cazayoux's race won't go into a run-off? Last I checked, his opponent hadn't won over 50%. Does the run-off rule not apply b/c the seat had already been up in a special election earlier this year, or has Louisiana changed their election laws?
