first, any question regarding safety/defense generally helps republicans. in particular, the shrub campaign is trying to make this the sole issue. so the mere question helps shrub.

but to the question itself, it implies that marginal additional safety is something worth even considering.

why is "either bush or kerry would make the country safe enough" not an option?

or even

"the united states has such an incredibly overwhelming military advantage over the rest of the world that it's inconceivable that any president could possibly reduce america safety to unacceptable levels".
