Personally, I doubt it is a dire as the fundraising email makes it sound. But of course the campaign could use more money.

14. the domain is donate.barackobama.com - same as when you click "donate" at Obama's home page

the "RNC" part of it just let's them know that you came to the donation page at barackobama.com in response to that specific email about the rnc's funding advantage. Which is useful marketing information for them, or would be if this wasn't the final news cycle of the campaign.
