Should bad people vote in the Elections?

Should bad people vote in the Elections?
As we know Faloujha and a dozen other cities in Iraq could be going to be locked out of the 2005 IRAQ DEMOCRATIC FREE PRESIDENTIAL ELECTIONS in Iraq next year. This is because there are too many people in those cities that are just plain bad. I know if you're a felon you can't vote but what about people are just plain bad but not been arrested and convicted as a felon? How are they going to decide how many bad people in a city it takes before that city can't vote. This is reminds me of Soddom and Gomorah, where they couldn't vote. How many bad people are there say in say California or New York and those sort of states? Or are you in favor of just plain bad people voting in elections?
