When John McCain says he has been tested! What does he mean?

Just like Barack Obama, he has never held a position governing a state, city, county, town or checkers competition at the Shady Pines! When he says that he has been tested, exactly what does that mean? Everytime I hear him make that claim, I get a confused look on my face. Can someone help me understand that a little better?
