When asked about what preconditions meant, Palin said that you don't sit down with "hostile" leaders without having a diplomatic strategy or preparations.

Ummm.. that's EXACTLY what Obama/Biden are talking about. To Obama, preconditions means that the other side has to perform some desired action before talks even occur. He rejects that qualifier.

He has always said that you must prepare and have a strong game-plan before diplomatic talks.
