8. Define "in charge". The Vice President is the presiding officer of the Senate.....
US Constitution.....

"Section 3, Clause 4:

The Vice President of the United States shall be President of the Senate, but shall have no Vote, unless they be equally divided."

13. Clarifications....
The executive branch doesn't control the legislative branch.

Our government is a bottom up government. :)

I look at as a constant ebb and flow of influence between the three branches but non with control of the other two. It's a beautiful balancing act.
