So says a report by three nonpartisan voter advocacy groups that cited Texas and nine other states as having inadequate contingency plans for using emergency paper ballots.
Texas also does not have a procedure for auditing vote totals or the number of ballots cast statewide, said the report by the Common Cause Education Fund, the Verified Voter Foundation and the Brennan Center for Justice at the New York University School of Law.

Other states that the report identified as being the "least prepared," were Colorado, Delaware, Kentucky, Louisiana, New Jersey, South Carolina, Tennessee, Utah and Virginia.
