If McCain could have had ten meetings with Barack, he could have slimed his character in person and saved the money he spent on TV ads.

I'm only half kidding, McCain's campaign didn't have a lot of money for advertising, and he was seeking ways to get TV exposure without trying to match Obama dollar for dollar. Barack didn't fall for that though, and McCain was forced to make do with what he had.

Apparently, they decided they got more bang for the buck with negative ads.
